I want to find a usefull free Web Admin System.

If it's a CMS you mean, I've heard good things about DotNetNuke (http://www.dotnetnuke.com/) (although I've never used it myself).

Rolling your own system can also be a rewarding experience.

Check out http://www.asp.net/community/projects/ for other starter kits and open source systems.

I think s/he means a web hoster... I'm with brinkster, although they suck but I was able to get a free-for-lifetime thing. Another hoster that's quite good but costs a few moneys is www.discountasp.com

that part gets tricky..u need to know what u want to do...
like Cupiditas said.. DNN is a good option and can do a lot many things.. for blogging - yeah WordPress is good..or u could try BlogEngine.NET , for overall webserver administration u need to ask ur hosting provider - they usually provide the options.

it also depends on what hosting account u got: shared space/ virtual dedicated / dedicated?
there is little customization available in the shared space config (which is also the cheapest) and the only admin tools u get there are what ur host provider gives.
individual apps can be administered on their own using their own admin portal.
